Privilege escalation via unchecked registration scopes

Authorization bypass in Apache CXF before 3.6.12, 4.0.0 through 4.1.7, and 4.2.0 through 4.2.2 allows remote attackers to claim privileged scopes. The DynamicRegistrationService path accepts the scope field from a registration request and persists it without checking an authorization-server allowlist. Exposure requires an application to deploy the OAuth2 module and enable dynamic registration; accepted scopes can authorize access beyond server policy.
