Authenticated SSRF via pre-validation URL fetch

SSRF in Apache CloudStack 4.20.3.0 and 4.21.0.0 through 4.22.1.0 allows remote authenticated users to reach internal URLs. The template and ISO registration path sends a live HTTP HEAD or GET request to calculate file size before it validates the supplied URL. An account permitted to register templates or ISOs is required, and the actual Secondary Storage VM download remains URL-validated, limiting the issue to the management server's preliminary request.
