Admin-gated command execution via diagnostics APIs

Command injection in Apache CloudStack allows remote authenticated users to execute arbitrary commands on system VMs and virtual routers. The getDiagnosticsData and runDiagnostics handlers fail to neutralize special command elements in diagnostic input, although Apache has not disclosed the affected request field or command-building locus. Affected versions are 4.14.0.0 through 4.20.3.0 and 4.21.0.0 through 4.22.1.0; access requires the relevant API permissions, which default to Admin roles, and commands run as root or at least as the diagnostics-process user.
