Monitored-item creation denial via leaked quota

Resource exhaustion in Eclipse Milo 1.0.0 through 1.1.4 allows remote attackers to block monitored-item creation via OPC UA requests. SubscriptionManager increments the server-global monitored-item count before item construction but does not restore it when nested ExtensionObject decoding raises StackOverflowError. Anonymous network access is sufficient; repeated crafted CreateMonitoredItems event filters consume the finite quota until restart, while existing items and other server functions remain available.
