Improper access control in Oracle Siebel CRM Cloud Applications 22.3 through 26.6 allows remote authenticated users to compromise Siebel Cloud Manager via HTTP. Oracle has not published the vulnerable endpoint or code path; NVD enrichment adds only a CWE-284 mapping, so the broken check remains an undisclosed access-control failure in Cloud Manager's HTTP request handling. Exploitation requires a low-privileged account and network reachability to the management interface, and Oracle states the resulting compromise can extend beyond the application itself because the CVSS scope is changed.
