Improper access control in Oracle Database Server 19.3 through 19.31 and 23.4.0 through 23.26.2 allows remote authenticated users to take over the RDBMS. Oracle has not disclosed the flawed RDBMS operation or how DBMS_CLOUD processing crosses its expected authorization boundary. Reachability requires Oracle Net access and Execute DBMS_CLOUD privilege; successful exploitation grants control of the RDBMS and can affect additional products.
