Authorization flaw in Oracle Public Sector Financials (International) 12.2.3 through 12.2.15 allows remote authenticated users to read and modify data via HTTP. Oracle identifies the vulnerable area only as the Authorization component and has not disclosed the specific code path or authorization check that mishandles attacker-supplied requests. Low-privileged application access is required, and the published impact is limited to unauthorized reads, inserts, updates, deletes, and partial denial of service rather than full product takeover.
