Improper access control in Oracle Public Sector Human Resources 12.2.3 through 12.2.15 allows remote authenticated users to read and alter data. Oracle identifies the affected locus only as the Regression Testing component and has not disclosed which authorization check mishandles an HTTP request. A low-privileged account with network access over HTTP is required; exploitation grants complete read access and creation, deletion, or modification of all application-accessible data.
