Unauthenticated file read via debug-log path traversal

Path traversal in Intrado 911 Emergency Gateway 5.x, 6.x, and 7.x allows remote attackers to read arbitrary files without authentication. The download_debuglog_file.php Debug Logs endpoint uses the attacker-controlled name parameter to select a file without confining the resolved path to the intended directory. Network access to the management interface is required; the disclosed mechanism establishes arbitrary file reading, not file modification or deletion.
