Improper access control in Oracle WebCenter Portal 12.2.1.4.0 and 14.1.2.0.0 allows remote authenticated users to read and modify portal data. Oracle identifies the affected component only as Runtime Tools and has not disclosed the flawed operation, request handler, or untrusted input involved. Exploitation requires low-privilege credentials and HTTP access; successful attacks can read or create, delete, and modify all portal-accessible data without interrupting availability.
