CPU exhaustion via quadratic regex backtracking

Regular expression denial of service in Sullivan Beck Date::Manip 6.99 and earlier allows attackers to exhaust CPU with crafted input. In _parse_time, the unanchored time substitution retries at every position in a whitespace run and backtracks across the remaining spaces, producing quadratic work. Reachability requires a caller to pass an untrusted, unbounded string to ParseDate(), Date::Manip::Date->parse(), or parse_time(), which can block service processing for minutes.
