Silent date corruption via Unicode digit truncation

Improper input validation in Sullivan Beck Date::Manip 6.99 and earlier allows remote attackers to produce silently corrupted dates. Parse regexes accept Unicode decimal digits through \d, while Date::Manip::Base::check range-tests and _parse_check numifies the captures as ASCII prefixes. Applications must pass an untrusted character string to ParseDate() or Date::Manip::Date->parse(); expiry or retention logic can then act on a different date without a parse error.
