Pre-authentication service interruption via uncounted GSSAPI failures

Resource exhaustion in sshd in OpenSSH before 10.4 allows remote attackers to interrupt SSH service before authentication. The GSSAPI state marks certain failed negotiations as server-caused, so userauth_finish does not increment the failure count checked by MaxAuthTries. Exposure requires non-default GSSAPIAuthentication; PerSourcePenalties constrains abusive sources, but MaxAuthTries alone does not.
