Memory exhaustion via unbounded SCTP fragment buffering

Resource exhaustion in Netty before 4.1.137.Final and 4.2.0.Final through 4.2.16.Final allows remote attackers to exhaust SCTP server memory. SctpMessageCompletionHandler buffers incomplete message fragments while limiting their counts but not their total bytes, permitting roughly 1 GB per connection under default limits. Reachability requires an application to use Netty's SCTP transport with this handler; the resulting OutOfMemoryError interrupts service.
