Out-of-package file inclusion via unvalidated manifest paths

Path traversal in Microsoft Kiota before 1.32.5 allows remote attackers to inject out-of-package file references through OpenAPI input. PluginsGenerationService.GetResponseSemanticsFromAdaptiveCardExtension and the x-ai-capabilities parser copy static_template.file into generated manifests without rejecting traversal, rooted, drive, UNC, or URI paths. Exploitation requires a crafted or compromised description and subsequent packaging and deployment of the generated APIPlugin; the AI host, not the Kiota build host, resolves the external reference.
