Arbitrary code execution via unchecked guardrail code

Code injection in LiteLLM before 1.82.0-stable allows remote authenticated users to execute arbitrary Python through guardrail APIs. The production POST /guardrails and PUT /guardrails/{guardrail_id} paths accepted custom code without the sandboxing and validation applied by the test path, then executed it in the proxy environment. Guardrail-management access is normally required, but deployments without a master key treated callers as proxy administrators, exposing process secrets and permitting proxy compromise.
