Fee-payer cost inflation via unbounded access list

Improper input validation in ZenHive MPP 0.2.0 through versions before 0.6.0 allows remote attackers to inflate sponsored transaction fees. MPP.Tempo.Transaction.cosign_fee_payer/3 re-signs client-supplied 0x76 envelope base fields without bounding or rejecting the EIP-2930 access list. The path requires Tempo fee_payer: true; fabricated entries add intrinsic gas before execution, multiplying the sponsor's cost while the intended transfer still completes.
