Local process termination via unauthorized context matching

Missing authorization in SELinux policycoreutils 3.10 and earlier allows local users to kill root-owned processes via seunshare. When invoked with --kill and a caller-supplied context, seunshare's killall() matches processes by SELinux context and sends SIGKILL without verifying process ownership or authorization. The caller must run in an unconfined SELinux context, and PID traversal can limit the affected range because seunshare can kill itself; successful abuse interrupts targeted unconfined processes.
