Application crash via unbounded baggage allocations

Denial of service in Micrometer Tracing affected releases allows remote attackers to crash applications via crafted baggage headers. The W3CBaggagePropagator parses every incoming key-value entry and creates a BaggageField without limiting the entry count or header size. Exploitation requires W3C and baggage propagation with a baggage manager, untrusted input, and a receiving server whose header limit is large enough to induce CPU and memory exhaustion.
