Access control bypass via any-local address misclassification

Access control bypass in Spring Security 7.1.0 allows remote attackers to evade IP-based restrictions with any-local addresses. InetAddressMatchers omits 0.0.0.0 and :: from its internal-address set, so matchExternal() labels them public and matchInternal() rejects them. Exploitation requires an application to use either builder for access control and treat an any-local address as internal; the bypass exposes resources intended only for local access.
