Cross-DAG privilege escalation via reserved-name collision

Improper privilege management in Apache Airflow FAB provider before 3.7.2 allows remote authenticated users to access every DAG. The resource_name() function returns the bare dag_id when it equals the reserved DAGs resource, applying one DAG's access_control permissions globally. A DAG named DAGs and a lower-privileged user assigned access to it are required; the user then gains read and edit access to all DAGs.
