Restricted model queries via unchecked arena fallback

Missing authorization in Open WebUI 0.8.12 through 0.9.6 allows remote authenticated users to query restricted models through task endpoints. Task routes call generate_chat_completion directly; arena fallback then selects a submodel and recurses with bypass_filter enabled without checking that model. Exploitation requires a non-admin account, access to an arena wrapper, and a restricted candidate model; prompts return model output and consume provider quota.
