Authenticated terminal-route access via capped percent-decoding

Path traversal in Open WebUI 0.9.6 and later before 0.10.0 allows remote authenticated users to access unintended terminal routes. _sanitize_proxy_path stops after eight percent-decoding passes, normalizes the still-encoded path, and forwards it for upstream decoding. Normal access to an administrator-configured terminal connection is required, and requests carry that terminal's credentials and X-User-Id header.
