Heap disclosure via byte-per-pixel row overrun

Out-of-bounds read in Pillow 5.2.0 through 12.2.0 allows remote attackers to expose process heap data through TGA RLE output. ImagingTgaRleEncode treats each mode 1 pixel as a full byte even though _setimage allocates a bit-packed row, so packet copies overrun the row buffer. Reachability requires an application to save a mode 1 image with TGA RLE compression; the generated file contains up to about 57 KB of adjacent heap data.
