Application denial of service via unchecked row index

Uncontrolled resource consumption in Excelize before 2.11.0 allows attackers to interrupt applications through a crafted XLSX file. Rows.Next accepts an out-of-range row r attribute without checkRowNum, and GetRows appends empty slices until that index. An application must process attacker-supplied XLSX data with GetRows; the resulting CPU and memory growth can exhaust resources or terminate the process.
