Authenticated SSRF via unpinned DNS resolution

SSRF in Gitea 1.26.4 and earlier allows remote authenticated users to reach internal services through repository migration URLs. IsMigrateURLAllowed validates one DNS resolution before Git re-resolves the hostname, while mirror_pull.go reuses stored URLs without repeating the check. Permission to create migrations or mirrors and control of a low-TTL hostname are required; successful rebinding makes Gitea fetch internal resources.
