Unauthenticated user enumeration via reset response discrepancy

Observable discrepancy in Frappe Framework before 15.106.0 and 16.0.0-beta1 through 16.15.x allows remote attackers to enumerate users. The reset_password handler returned distinguishable messages for registered and unregistered email addresses instead of a uniform result. No authentication or user interaction is required; the response difference reveals whether an account exists but does not expose credentials.
