Server memory exhaustion via Block1 accumulation

Resource exhaustion in Eclipse Foundation Wakaama before snapshot/2026-05-26 allows remote attackers to exhaust server memory over UDP. The CoAP Block1 handler in coap/block.c appends each received block to a reallocated accumulation buffer without limiting the total message size. An unauthenticated attacker can reach the registration endpoint and continue increasing block numbers until memory exhaustion interrupts the server.
