SSRF via disabled clone URL validation

SSRF in Gitea 1.26.4 and earlier allows attackers to make the server fetch arbitrary URLs through a crafted restore archive. The restore-repo path passes an empty commonCloneBaseURL to CheckAndEnsureSafePR, so any Head.CloneURL survives the prefix check and reaches git fetch. Exploitation requires an administrator to run restore-repo on the malicious dump; resulting requests can reach internal services or disclose readable local Git repositories.
