Local file inclusion in Gitea 1.26.4 and earlier allows local users to read host files through a crafted migration archive. The migration release uploader passes each attachment's attacker-controlled DownloadURL to uri.Open(), whose file scheme calls os.Open() without a scheme allowlist or path restriction. Execution requires an operator able to run restore-repo on the server, and exposed content is limited to files readable by the Gitea process account.
