Incorrect authorization in Gitea 1.26.4 and earlier allows remote authenticated users to read a third private repository through Actions. GetActionsUserRepoPermission grants code-read when a private target repository trusts the base repository owner, but its collaborative-owner branch fails to reject fork-pull-request task tokens. Exploitation requires a private base repository, collaborative-owner trust on the target, and an approved fork workflow; the consequence is source disclosure without write access.
