Cross-family record access via unchecked familyId

Improper object-level authorization in ChurchCRM before 7.4.0 allows remote authenticated users to read and modify other families' records. Family API endpoints load the entity named by an attacker-controlled familyId without checking that it belongs to the caller's family. A non-admin account with EditSelf access can read unrelated congregation data; Notes permission additionally allows reading and creating notes.
