Heap corruption via undersized RLE table allocation

Integer overflow in GIMP's PSD parser on Red Hat Enterprise Linux 9 allows local users to corrupt heap memory via a crafted PSD file. In read_RLE_channel() in plug-ins/file-psd/psd-load.c, unchecked multiplication of the row count by four allocates an undersized RLE-length table before per-row writes overflow the heap. A user must open the file in GIMP; the resulting overwrite can crash the file-psd plug-in or enable code execution with that user's privileges.
