Internal data disclosure via incomplete outbound request filtering

Server-side request forgery in Gitea 1.26.4 and earlier allows remote attackers to access internal services via crafted outbound request URLs. The host matcher treats CGNAT and several IPv6 transition ranges as external, while OpenID discovery sends user-controlled URLs through an unfiltered default HTTP client. Logged-in users can retrieve webhook responses from reachable CGNAT services; when OpenID sign-in is enabled, unauthenticated requests provide blind internal GET and timing access.
