Notification interruption via unescaped dollar-quote replay

SQL injection in Postgrex 0.16.0 through 0.22.2 allows attackers to interrupt notification delivery via crafted LISTEN channel names. Postgrex.Notifications handle_connect/1 concatenates replayed LISTEN statements inside a DO $$BEGIN...END$$ block without escaping the delimiter in channel names. Reachability requires an application to pass untrusted input to listen/3; the malformed query blocks reconnection and drops all shared-channel notifications without enabling arbitrary SQL execution.
