Remote crash via Connz pagination integer overflow

Integer overflow in NATS Server before 2.12.12 or 2.14.0-RC.1 through 2.14.2 allows remote authenticated users to crash the server. Connz computes the response slice endpoint by adding attacker-controlled Offset and Limit values before safely bounding the result, so signed overflow produces an invalid slice index and panic. Reachability requires permission to publish account-scoped connection-monitoring requests; no-auth deployments expose the path to any client with network access.
