Denial of service in HashiCorp Vault before 2.0.0 allows remote attackers to block root-token generation and rekey workflows. Repeated initiation or cancellation through the unauthenticated generate-root and rekey paths keeps occupying the single global in-progress operation slot. Network access to the Vault API is sufficient; the service continues running, but legitimate operators cannot complete these administrative ceremonies.
