Host escape via unsanitized workflow container options

Container escape in Gitea Runner 0.262.0 and earlier allows remote authenticated users to execute commands as root on the runner host. RunContext.options() appends workflow-controlled container.options to Docker settings, while mergeContainerConfigs() clears only Privileged and preserves host namespace, capability, and security-profile flags. Workflow execution access and a Docker-backed runner are required; the resulting container enters host namespaces and runs host commands as root.
