Local permission bypass via writable descriptor reference

Improper authentication in Motorola CIT Test Service before SPL 2026-04-05 allows local users to access protected device settings. The com.motorola.motocit component leaves a writable file-descriptor reference in external storage, enabling third-party apps to open a TCP server with the component's sensitive permissions and data. A low-privileged third-party app running on the phone can bypass permission checks to read sensitive data and alter protected configuration, but no availability impact is reported.
