Package metadata disclosure via incorrect group authorization

Incorrect authorization in GitLab CE/EE allows remote authenticated users to view metadata from disabled project package registries. The group packages feature applies incorrect authorization checks and returns project package metadata despite the project's disabled Package Registry setting. Reporter-level group access and a project with its Package Registry disabled are required; the reported consequence is limited to package metadata disclosure.
