Unlimited promo redemption via deferred usage counting

Business logic bypass in Hi.Events 1.9.0 and earlier allows remote attackers to redeem limited promo codes without usage limits. CreateOrderHandler validates order_usage_count only at reservation, while UpdateEventStatisticsJob increments it asynchronously after completion and CompleteOrderHandler omits revalidation. Access to a restricted code is required; sequential reservations can lock in unlimited discounts and cause organizer financial loss.
