Cross-organization rule access via unscoped UUID lookup

Broken access control in SigNoz before 0.133.0 allows remote authenticated users to read, edit, and delete other organizations' alert rules. GetStoredRule, EditRule, and DeleteRule match only the supplied rule UUID, while role checks cover the caller's organization rather than the rule owner's organization. Exploitation requires a target UUID and a multi-organization deployment sharing the rule store; single-organization OSS instances are unaffected.
