Private attachment disclosure via unchecked UUID re-linking

Missing authorization in Gitea 1.26.4 and earlier allows remote authenticated users to disclose private attachments using known UUIDs. UpdateIssueAttachments and UpdateCommentAttachments load attacker-supplied attachment UUIDs and rewrite issue or comment links without confirming repository ownership. Exploitation requires an account able to edit an issue or comment and prior knowledge of a victim attachment UUID; it exposes the file and changes its logical association without affecting service availability.
