Authenticated file manipulation via unchecked bucket commands

Missing authorization in Cockpit CMS before 2.14.0 allows remote authenticated users to alter files through the Bucket storage API. The api() method in modules/System/Controller/Buckets.php dispatches ls, upload, removal, rename, and folder commands without an ACL or role check. Any authenticated role can reach the endpoint, enabling file listing and modification in restricted buckets.
