Unauthenticated service interruption via router backtracking

Regular expression denial of service in Phalcon cphalcon before 5.15.0 allows remote attackers to interrupt service via crafted paths. Phalcon\Mvc\Router::handle() passes each attacker-controlled URI to a built-in PCRE route whose overlapping nested quantifier explores exponentially many slash partitions. Default routers require no authentication; normal PCRE limits cause CPU amplification and failed routing, while raised limits or disabled JIT can hang a worker.
