Missing authorization in Bitwarden Server before 2026.5.0 allows remote authenticated users to remove organization Admin accounts. RemoveOrganizationUserCommand.RemoveUsersAsync accepts Admin organization-user IDs from the bulk DELETE path without applying the Custom-to-Admin role check enforced by single-user removal. Custom organization users need ManageUsers permission and an Admin member ID; exploitation removes one or more Admin accounts from that organization.
