Unauthorized outbound connections via forged connection test

CSRF in Jenkins Contrast Continuous Application Security Plugin 3.11 and earlier allows attackers to trigger outbound TeamServer connections. The TeamServer connection-test endpoint accepts requests without requiring POST, allowing a forged request to supply the destination URL and credentials. Overall/Read permission is sufficient to reach the endpoint; the bounded result is an outbound connection using an attacker-chosen username, API key, and service key.
