Credential capture via unchecked connection validation

Missing authorization in Jenkins Gitee Plugin 1288.v18b_deb_c9069b_ and earlier allows remote authenticated users to capture stored credentials. Several global-configuration form-validation HTTP endpoints accept a caller-supplied URL and credentials ID without checking the caller's permission. Overall/Read access and a credentials ID obtained through another method are required; the endpoints then send the stored credential to an attacker-controlled service.
