Unauthorized configuration instantiation via unrestricted constructor selection

Unsafe reflection in Jenkins Pipeline: Groovy 4331.v9d06ed4658ff and earlier allows remote authenticated users to instantiate configuration types. The Pipeline Snippet Generator invokes any constructor annotated with @DataBoundConstructor instead of limiting instantiation to Pipeline steps and metastep delegates. Low-privileged access to the controller's HTTP endpoint is required, and the bounded impact is unauthorized creation of job- or system-configuration objects.
