Authenticated metadata disclosure via unchecked passive declarations

Missing authorization in affected RabbitMQ Server releases allows remote authenticated users to read queue and exchange metadata. Passive queue.declare and exchange.declare handlers ignore the authorization context and user, returning resource existence plus queue message and consumer counts. Access to a virtual host is required, but even an account with empty configure, write, and read permissions can expose resource names and operational statistics.
